Legalization of educational documents (Nostrification)
Legalization of documents is necessary for the legal use of a foreign document in another country.
To start studying at a Russian university, it is important for foreign applicants to take care of the set of documents to be provided upon admission in advance. First, you need to go through the procedure of diploma legalization.
Legalization may not be required if an agreement on its cancellation has been concluded between the country of issue and Russia.
An applicant formalizes the legalization of documents only in the country where they studied, i.e., in the country where the educational document was issued.
There are two types of legalization:
1. Consular legalization – this is the certification of an educational document by the competent foreign affairs authorities (MFA) of the country of issue and the consulate of the Russian Federation in the country of issue, i.e., on the territory of a foreign state.
2. Placement of the “Apostille” stamp by the Ministry of Education of a foreign state on the territory of the foreign state (for member countries of the 1961 Hague Convention).
Official information on the document legalization procedure is available on the website https://nic.gov.ru/ru/proc/lega
Recognition of an educational document
Recognition of foreign education is an official confirmation of the significance (level) of education received in a foreign state to ensure its holder access to education and (or) professional activities in the Russian Federation.
In the Russian Federation, foreign education that falls under international treaties on mutual recognition is recognized, as well as education obtained in foreign educational organizations, the list of which is established by the Government of the Russian Federation.
If no agreement on mutual recognition of education (international treaty) has been concluded between the country of education and Russia, or if the obtained educational document does not fall under the current recognition agreement, the educational document needs recognition. The applicant needs to contact the Federal State Budgetary Institution “National Accreditation Agency in the Sphere of Education” (FSBI “Rosakkredagentstvo”) and go through the recognition procedure.
The procedure for recognizing a foreign document is carried out only after legalization (if required), and is conducted in the country of planned study or work.
The certificate of recognition is issued by FSBI “Rosakkredagentstvo” at: 119049, Moscow, Leninsky pr. 2A (floor 6A), tel.: (495) 317-17-10 https://nic.gov.ru/ru/proc/nic
